1. Recruitment & Selection
• Manage and ensure the job description is up to date;
• Manage the hiring process, include advertising, reviewing and shortlisting resumes, coordinating and conducting interviews, conducting reference and background checks;
• Manage the on-boarding process for new employees;
• Build and keep good relationship with external recruitment agencies and network;
2. Performance Management
• Develop the target objective setting procedure and form;
• Keep up to date Performance Evaluation form, and make sure that everyone use the same form for evaluation;
• Follow up the tracking process of objective setting;
• Oversee the annual employee review process, preparing scoring report;
• Manage performance evaluation, competency framework, staffing, training and development, KPI setting, and PIP;
3. Training and Development
• Oversee the training and development programs include, discussing, analyzing the training needs for employee;
• Prepare yearly training calendar and budgeting;
• Track on the staff satisfactory on the training program;
• Develop training plan, learning program to support company’s business strategy;
4. Compensation & Benefit
• Review and update the compensation and benefit for employee as per market scale;
• Set up bonus and annual salary increment in line with yearly performance review;
• Oversee the payroll calculation;
• Oversee the insurance policies and process include NSSF and private insurance;
5. Compliance
• Maintain and update the employee handbook and organizational staffing chart;
• Ensure that the company policies comply with Cambodian labor law;
• Develop policies and procedures in line with the company objectives and operations;
• Dealing with labor inspectors;6. HRIS Management & Development
• Manage and implement HRIS and make sure it is functioning well and retrieve data as required and provide proper recommendation to the Management;
• Manage and verify monthly staff payroll, leave tracking report, attendance, training record, overtime, NSSF, staff profile…etc;
7. Personnel
• Develop cooperate plan for HR matters such as; workforce, compensation, salary scale, benefit, safety and health;
• Review existing HR policies and procedures and propose for change if needed;
• Oversee the preparation of all formal letter such drafting the offer letter, employment contract,Recommendation, Internship Certificate, Salary Certificate;
• Manage the EMP personnel information and files, and ensure that it is up-to-date;
• Manage and updating EMP profile for project bidding;
8. Staff Engagement
• Manage the arrangement of EMP engagement programs such Bi-monthly gathering, Staff’s Birthday, Women’s Day, Retreat, Se-mi Annual workshop for supervisory level up, and Annual Staff Party;
• Develop new company culture, staff engagement and maintain company core value, HR value and standard within the company to inspire staff to have a sense of ownership and belonging;
9. Others
• Be a member of Top Management and provide recommendation and suggestion as needed;
• Provide guidance, coaching, counseling, discipline to staff;
• Perform other tasks as assigned by Management Team.
• Bachelor Degree or higher in Business Administration, Management, HR Management
• Have at least 5 year experience in HR and Admin field with at least 3 year experience in management level
• Ability to develop policy, procedure, and have idea in objective setting for performance management
• Experience in HRIS management and development
• Experience in conducting training and development or management
• Good knowledge in English both written and verbal communication
• Good knowledge of computer applications MS office, Internet, Email
• Be able to work under pressure and tight timeline
• Strong Interpersonal skill, presentation, and initative
• Good communication and leadership skill
• Flexible working hour depend on needed
